Congressional Confusion

Currently there is an $8,000 tax credit for first time home buyers. Congress is proposing to extend and increase the credit to $15,000 for ALL home buyers. Since the deadline is November 30th for the $8,000 credit, should a first time buyer act now and settle by November 30th or wait to buy their home hoping that the $15,000 credit will be passed. Also, is any home buyer going to buy now unless they have to? After all, if they wait, they may be entitled to a $15,000 tax credit. This is creating a halt in the market as buyers consider their options. And, given the amount of spending going on in Washington, will the extension and increase pass through Congress.
